Glynis Fisher

Ms. Fisher has more than 30 years of acquisition and leadership experience.  She most recently served as the Office of Acquisition Management and Policy Associate Director in the NIH Office of Acquisition Logistics and Management. Prior to joining NIH, Ms. Fisher was a Section Chief for Advanced Research and Development for the Biomedical Advanced Research Development Authority, HHS Assistant Secretary for Preparedness and Response (ASPR).

Ms. Fisher is the recipient of the NIH Directors Award, the OD Honor Award and the co-author of the “Cost Recovery of Independent Research and Development and Bid and Proposal,” published in the proceedings of the 1989 Acquisition Research Symposium. Ms. Fisher is a FAC-C Level III Certified in Contracting. She has a BA in psychology from Bucknell University and a JD from Tulane University.

Who We Are

NITAAC is the designated federal Executive Agent authorized by the Office of Management and Budget (OMB) to administer three Government-Wide Acquisition Contracts (GWACs) for information technology (IT). With a combined contract ceiling of $60 billion, the CIO-SP3, CIO-SP3 Small Business and CIO-CS contracting vehicles can be used by any federal civilian or Department of Defense (DoD) agency to procure IT products, services and solutions.
