The Office of Management and Budget (OMB), encourages federal agencies to use Government Wide Acquisition Contracts (GWACs) to aggregate buying power and streamline the acquisition of information technology (IT) products and services. The NIH CONTRACT ACCESS FEE (NCAF) reimburses the National Institutes of Health (NIH) for the cost of operating and administering its GWACs.
