On April 18, 2011, CSC received an award to provide Program Management and Administration services to support The World Trade Center (WTC) Health Program. The WTC Health Program was created by the James Zadroga 9/11 Health and Compensation Act of 2010 and was signed into law by President Obama on January 2, 2011. The WTC Health Program is administered by the Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), and supports initial health evaluations, monitoring, and treatment for emergency responders, recovery and cleanup workers, residents, building occupants and area workers who were directly impacted and adversely affected by the terrorist attacks of September 11, 2001. Approximately 58,000 enrollees in the current WTC health program are being transferred into the new program. In addition, the WTC Health Program expands benefits to eligible participants from the Shanksville, PA, and Pentagon disaster sites.

The WTC Health Program provides treatment benefits for the covered WTC-related health conditions, including aerodigestive disorders, mental health conditions, musculoskeletal disorders, and other conditions as determined by NIOSH, to eligible individuals.

The task order calls on CSC to provide health claims processing and adjudication services; administer the enrollment and eligibility process; and provide outreach, call center and financial management services. CSC will also collect claims data, build a data warehouse and provide total administration support to CDC/NIOSH.

The WTC Health Program builds on CSC’s experience providing workers’ compensation claims processing for the Department of Labor’s (DOL’s) Federal Black Lung Program, as well as Medicaid claims processing for the State of New York. Additional expertise comes from CSC’s support of the DOL Central Bill Processing program and the North Carolina Medicaid Management Information System.
