Under the OMB category management and strategic sourcing initiatives, NITAAC and other Best in Class (BIC) designated government agencies meet annually to capture certain information technology (IT) trends and best practices. The results of our current meetings are version 10 of the Government-wide Strategic Solutions (GSS) products and systems.

The GSS V10 systems offer many options to meet mission needs, including enabled security, upgraded memory/storage, imaging, docking stations, warehousing, asset tagging and more. GSS solutions include the following terms and conditions: EPEAT, Energy Star, Section 508, and Trade Act Agreement Compliant, 45 days or less delivery and extended warranty options.

Notable updates for GSS version 10:

Due to industry manufacturing trends, we’ve maintained memory size to account for agency cloud usage. With many of this year's products you will see generative and machine learning artificial intelligence features, better graphics, end user ability to see operating systems usage, brighter screens and built in blue light panels, among other new features.

Thank you for choosing NITAAC as your solution. If these new features don’t work for your organization at this time, no problem! We maintain prior versions’ products until the manufacturers determine they are obsolete.

NITAAC GSS makes COTS IT equipment procurement as easy as the click of a button. Placing an order in e-GOS is easy. To start your order, download a copy of the NITAAC GSS Ordering Guide and download a copy of the OMB version you need to meet for your order.

GSS supports the ordering of standard laptops and desktops in accordance with the Office of Management and Budget’s Category Managements Policy 15-1. From e-GOS you can view standard configurations and prices on product offerings from our Contract Holders. Simply compare the configurations, select the ones that meet your requirement and follow the NITAAC GSS Ordering Guide instructions to complete your order.

The NITAAC difference

The Federal Government spends over $50 billion a year on hardware, telecommunications, information technology (IT) security and IT professional services through tens of thousands of contracts, task orders and delivery orders.

The Category Management Leadership Council (CMLC) has taken steps to improve the acquisition and management of common IT goods and services to drive greater performance, efficiencies and savings, starting with laptops and desktops — eventually encompassing other areas such as cloud services and cybersecurity.

NITAAC is pleased to serve as one of three Best in Class sources for purchasing laptops and desktops for federal agencies per memo M-16-02 issued on October 16, 2015. See the OMB Category Management policy memo and FAQs for more detailed information.

NITAAC delivers quality IT equipment at competitive rates. In fact, federal agencies who use NITAAC realize dramatic savings when purchasing Commercial off the Shelf (COTS) IT products. Using NITAAC allows federal agencies to reduce the administrative cost of establishing their own IT contracts and leverage the buying power of civilian agencies for laptops and desktops. The more federal agencies participate, the greater the overall savings. Agencies get the same low price regardless of the quantities ordered. Through NITAAC Government-Wide Strategic Solutions, federal agencies can or will realize dramatic savings when purchasing COTS IT products.

NITAAC is constantly exploring ways to help agencies eliminate redundancies, increase efficiencies and deliver more value and savings from our Government-Wide Acquisition Contracts (GWACs).

Frequently Asked Questions

Does the Nonmanufacturer Rule apply when purchasing from the GSS Catalog?

Yes. The Nonmanufacturer Rule (NMR) applies to orders over $25,000 that are set aside for small businesses and provides a mechanism for VARs to offer products they do not manufacture themselves. However, the NMR requires that a small business performing under a set-aside contract/order must provide the product of a small business manufacturer unless the Small Business Administration (SBA) has granted either a waiver or an exception to the non-manufacturer rule.

If a customer agency wants to set aside a requirement for small business in the GSS catalog, should the agency request its own NMR waiver from the Small Business Administration (SBA) or has the NIH already obtained the NMR waiver from the SBA?
