I see that a subcontracting plan is not required under NITAAC. Why?

NITAAC subcontracting plans are established on the master contract (i.e. CIO-SP3, CIO-SP3 Small Business or CIO-CS) level. These plans flow down to the individual task/delivery order level and are not required to complete your order.
