Goals of CIO-SP3 and CIO-SP3 Small Business
The CIO-SP3 and the CIO-SP3 Small Business GWACs are both designed to “provide information technology (IT) solutions and services as defined in FAR 2.101(b)” (NITAAC, 2021a, p. 5).
The primary goal of CIO-SP3 is to provide federal government agencies with “a mechanism for streamlined ordering of required IT solutions and services at equitable and reasonable prices” (NITAAC, 2021a, p. 8).
In addition to this goal, the CIO-SP3 Small Business contract vehicle also aims to “give qualified small businesses a greater opportunity to participate in these requirements and give government agencies a mechanism to help meet their socio-economic contracting goals” (NITAAC, 2021b, p. 8).
Focus
CIO-SP3 and CIO-SP3 Small Business provide access to contract holders that offer general IT services as well as health and biomedical-related IT services. The total contract ceiling that may potentially be awarded under each GWAC is $20 billion for the ten-year period of performance.
Both contract vehicles enable agency COs to streamline the procurement process with its ability to award both commercial and non-commercial IT services and solutions.
Contract types that can be used with both contract vehicles include fixed-price, cost-reimbursement, time-and-materials and labor-hour contracts as stated in FAR 16.505.
However, CIO-SP3 Small Business is primarily set aside for small businesses (with the inclusion of businesses that have graduated from their socio-economic categories and remain on the vehicle).
Special Note
NITAAC has extended the CIO-SP3 and CIO-SP3 Small Business GWACs through April 29, 2025. This extension ensures continued support for NITAAC agency partners who use our contracting vehicles.
