NITAAC offers all federal agencies the ability to award tasks and delivery orders against its three government-wide acquisition contracts or GWACs to help agencies comply with the required ordering procedures in Far Part 16.505, more commonly known as fair opportunity. NITAAC developed an electronic government ordering system e-GOS that walks you through the solicitation process designed with delegated contracting professionals in mind.
This web-based secure system is fast and easy to use. Let's do a walkthrough. Choose which NITAAC GWAC to use, and enter a procurement description and agency points of contact, such as a contracting officer representatives and contract specialists so documents can be shared. If an exception to fair opportunity is used, upload a justification to support it. No justification is needed for socio-economic set-asides.
Next, upload all documents for the task or delivery order request into the system. Pick the timeframes for receipt of questions and submission of requests. NITAAC performs a scope assessment on all CIO-SP3 and CIO-SP3 Small Business requests to assist you with selecting the proper task areas and scope determinations. The task or delivery order request is released only to those GWAC contract holders that are fully qualified based on your selections.
You can monitor responses within e-GOS and track all actions in one place, and you can also communicate with the contract holders on questions and answers. Once you're ready to award, the system can automatically notify contract holders of the results.
Finally, you can download all documents to a zip file for storage in your contract file.
