During this transition between CIO-SP3 and CIO-SP4, on any task order or delivery order, we encourage the contractors to propose labor rates in line with 2022 or 2023 CPI and for the Ordering Contracting Officers to negotiate those rates at the task order/delivery order contract level at their discretion.  If customers have questions or comments, please contact NITAAC Support.
