Ricky Clark Named Director of the NIH Information Technology Acquisition and Assessment Center
Today, the National Institutes of Health (NIH) Office of Acquisition and Logistics Management (OLAO) announced that Ricky Clark was named director of the NIH Information Technology Acquisition and Assessment Center (NITAAC). Since 2021, Clark has served as the Deputy Director of NITAAC.
“Ricky has a firm understanding of the needs of the program and will ensure NITAAC’s continued growth and success,” said Olga Acosta, Director OLAO. “I am confident that Ricky has the acquisition and business acumen to usher NITAAC into its next, great chapter.”
Prior to reporting to NIH as the Deputy Director of NITAAC, Clark served as the Chief of Acquisition Service for the Government Publishing Office, where he held an unlimited warrant and led contract team that managed the procurement needs of all three branches of the federal government, including U.S. Passports for the Department of State.
Additionally, he served as a Senior Procurement Analyst at the Department of Veterans Affairs (VA), Office of Acquisition and Logistics Procurement Policy and Warrant Management, where he led the agency's largest integrated product team responsible for all VA procurement policy matters. His responsibilities also included the formulation, review and publication of all VA regulatory and local department-specific guidance routed for the Secretary of Veteran Affair or a delegate for approval. Prior to the VA, Clark served as a contracting professional at the Patuxent River Naval Air Systems Command program where he executed a variety of contract functions.
Clark holds several certifications, including DITAP Training & Development Program FAC-C DS; FAC-C Contracting Level III; DAWIA Contracting Level III; FAC-P/PM Senior Level; FAC-COR Level III and is a graduate of the VA Leadership Class of 2016 and the Federal Executive Institute.
Clark earned a bachelor’s in business and a Master of Business Administration from Mississippi College. Clark is replacing Brian Goodger who served as the previous program director.
