CIO-SP3 Example Instructions to Offerors

The CIO-SP3 Small Business Contracts were originally awarded in waves and are now being additionally extended through 4/29/26. This will ensure there is always a NITAAC CIO-SP3 Small Business IT Services/Solutions Contract available while CIO-SP4 is awarded and onboarded.

The Period of Performance (POP) for each task order placed under the contract will be specified in the individual task order. Task order options, if included at the initial issuance of the task order, may be exercised after the expiration date of the GWAC; however, no task order (including task order options) may extend more than 60 months beyond the expiration of the GWAC. Therefore, there is an additional POP of five years available on each task order awarded before the expiration date of 4/29/26.

RFPs are released to all contract holders under the CIO-SP3 GWAC as they qualified in all ten Task Areas, unless an exception to Fair Opportunity applies. Reference Fair Opportunity in your contract.

Yes. NITAAC customers must use e-GOS for solicitations. Contract Holders who receive an RFP or RFI through any method other than e-GOS must notify NITAAC Support immediately.

Contract Holders must submit their responses in e-GOS. If the PCO asks offerors to submit proposals via email or hardcopy, offerors may do so, but offerors are also required to submit in e-GOS prior to the submission deadline. Reference Task Order Procedures in your contract.
