  • How do I remove a duplicate order?
    Please submit a request to the NITAAC Customer Support Center at NITAACsupport@nih.gov or call 1.888.773.6542 to resolve this issue.

  • Do I need an interagency agreement to use NITAAC contracts?
    No. An interagency agreement is not required by NITAAC for direct acquisitions. Interagency agreements are only required for assisted orders.

  • Do I need a special Delegation of Procurement Authority to use NITAAC?
    No. A special Delegation of Procurement Authority is not needed to use NITAAC GWACs.

  • Do I need a Limited Source Justification?
    No. Ordering procedures as outlined in FAR Part 6 and FAR Part 8 do not apply when using IDIQ contracts. When fulfilling requirements using a Government-Wide Acquisition Contract (GWAC), ordering procedures located at FAR 16.5(b)(1), Fair Opportunity, apply.

  • Do I have to register separately for the e-GOS and RFQ systems?
    Yes. You must register and activate a user name and password for each system.

  • Can I perform a reverse auction?
    Yes. Reverse auctions using the NITAAC GWACs are permitted through the use of any third-party provider working in concert with the federal government. However, you must also post the requirement in the appropriate NITAAC system, e-GOS or RFQ.

  • Can I do a sole-source award?
    Yes, but only if one of the exceptions citied in FAR 16.505(b)(2)(ii) applies.

  • Are Section 801 waivers required when using NITAAC GWACs for DoD?
    For the DoD, direct orders placed by your agency never require a Section 801 certification or waiver.  Orders placed by the NITAAC Assisted Acquisition Services CO for your agency require an 801 certification for DoD.  If one was not issued for the calendar year of the order, a Section 801 waiver is required for AAS to place an order for DoD.

  • Are NITAAC contracts only for non-classified procurements?
    No. NITAAC’s contracts may be used for both classified and non-classified procurements. It is up to the customer to determine what clearances an offeror must have in order to properly submit an offer or quote. Parameters of the requirement are determined by the customer and outlined in the SOW or RFQ.

  • Are evaluation criteria required?
    As a best practice, NITAAC recommends providing the award evaluation criteria in all solicitations, and under FAR 16.505(b)(1)(iii), an evaluation criteria is required where the anticipated value of the award is expected to exceed $5M.
