The FAQs are intended to provide general direction on the use of GWACs. Please keep in mind that each requirement is unique, so the information provided may or may not apply to your specific requirement. For more detailed guidance, please contact the Customer Support Center.

No. The process remains the same utilizing the procedures outlined in FAR Part 16.505.

No. There is no cap on the 2% assisted acquisition fee. However, there is a cap on the NITAAC Contract Access Fee (NCAF).

Yes. The requesting agency is responsible for designating the Technical Evaluation Team.

Source selection is based on the criteria set forth in the solicitation. In most cases, the Contracting Officer is the source selection authority. When the Contracting Officer makes the source selection, it is based on input from the Technical Evaluation Team at the requesting agency.

The 2% assisted acquisition fee is non-negotiable.

In assisted acquisitions, the NITAAC Contracting Officer (CO) will participate in review meetings to ensure that evaluations are conducted in accordance with the RFP, but the CO does not serve as a voting member. The CO will serve as the source selection authority (see FAR 15.303).

Yes. Assisted Acquisition Services from NITAAC are for Information Technology only. Therefore, the expertise offered by NITAAC acquisition professionals is very specific in nature and isn't diluted by other areas of procurement. In addition, NITAAC Contracting Officers use the NITAAC GWACs for all procurements.

NITAAC asks that the requesting agency notify their current procurement office of their intent, and give them the opportunity to accept or decline the requirement.

Requesting agencies may complete the Assisted Acquisition Request Form and Memorandum of Agreement (MOA). These documents outline all of the necessary approvals and can be found here under the heading, "Assisted Acquisitions."

NIH customers will provide funding via a CAN transfer to NITAAC. All other agencies will provide funding to NITAAC via an Interagency Agreement (IAA) or Military Interdepartmental Purchase Request (MIPR) under the advance payment authority.

Typical acquisition requirements will be completed within the following acquisition lead times: up to 90 days for competitive acquisitions and up to 30 days for sole source acquisitions. All acquisition lead times are based upon receipt of a complete and finalized package.

The NITAAC fee for assisted acquisition is 2%, which is competitively priced compared to other assisted acquisition contract shops.

NITAAC Contracting Officers COs) have a knowledge base that is exceptional within the IT procurement realm. Our COs work with customers throughout the federal government on both assisted and direct orders and have developed best practices specific to IT as a result of reviewing hundreds of procurements. NITAAC is in a unique position to offer assisted services because we manage the very GWACs under which assisted acquisitions will be procured.

This depends on the requesting agency. Internal to NIH, the funds would be transmitted via a CAN transfer. External to NIH, the funds would be transferred via the Interagency Agreement (IAA) or Military Interdepartmental Purchase Request (MIPR) process under the advance payment authority.

The responsibility of the NITAAC Contracting Officer (CO) for the assisted acquisition spans the entire acquisition life cycle, from market research and acquisition planning through close out of the order. NITAAC COs go beyond standard duties to assist with functions such as revising the SOW/SOO/PWS, and helping to develop Justifications for Exception to Fair Opportunity. While NITAAC offers such services as an added value, the NITAAC CO is not a replacement for essential partners in the acquisition such as the COR, budget officer and legal counsel.

Yes, like the NIH Contract Access Fee (NCAF), the 2% assisted acquisition fee applies only to the obligated amount.

NITAAC is not authorized to offer any discounts on the assisted acquisition fee.

No, the fee cap memos apply only to the NIH Contract Access Fee (NCAF) on our GWACs.

No. A justification is not needed to use Assisted Acquisition Services from NITAAC. However, if your organization is outside of the NIH, an Interagency Agreement (IAA) is required. Click here to locate and download an IAA form under the heading, "Assisted Acquisitions."

In accordance with FAR 17.5, the Requesting Agency is required to document the analysis that was completed to determine that NITAAC is the Best Procurement Approach.  The Best Procurement Approach/Release documentation must be signed by the appropriate authority from the Requesting Agencies procurement office.

Starting in FY16, NITAAC will offer assisted acquisition services to all customer. These services are provided to both federal civilian and DoD agencies.
